Transparent municipalities? Analysis of the situation of the Madrid city councils at the entry into force of Law 10/2019, on Transparency and Participation of the Community of Madrid.

Abstract
Upon the recent enforcement of Law 10/2019, on Transparency of the Community of Madrid, applicable to its local entities, it is very interesting to know the picture that Madrid municipalities offer in terms of transparency. This is the scope of this study, which uses in a complementary way various research techniques (a survey and in-depth interviews with the politicians and municipal employees responsible for transparency, as well as an analysis of their institutional websites), reaching interesting results about key aspects of publicized data and the right of access to information. The study stands out the achievements, as well as the obstacles encountered, showing
room to improvement, but it highlights at the same time the changes and advances made in the path of transparency, drawing a more positive landscape than that of the rest of Spanish municipalities.
